JAMES KIRSCH

Partner, Principal Consultant

James Kirsch is a distinguished Senior Software Engineer with a specialized focus on software development for military communication and anti-jam systems. With a career spanning over 24 years, James has established himself as a leading expert in creating robust and secure communication solutions that are essential for modern defense operations.

Throughout his professional career, James has dedicated himself to the development of advanced military communication systems. His expertise includes a wide range of competencies, including designing, implementing, and optimizing software solutions in
embedded real-time systems that ensure secure and reliable communication in hostile environments where electronic warfare and signal interference are prevalent.

He has successfully led and contributed to numerous projects that required the integration of signal processing, complex algorithms and protocols, to mitigate jamming threats and enhance communication resilience. In his current role as Partner and Senior Software Engineer, James continues to innovate and push the boundaries of military communication technology. 


James’ extensive experience in military communication and anti-jam systems, combined with his dedication to excellence and innovation, makes him an invaluable asset to any organization
operating in the defense and technology sectors.

JON STEARN

Owner & Managing Principal

Jon Stearn is recognized member of the international tactical data link community with over twenty years of terminal, host system and systems of systems development. 
 
With a software engineering background, Jon has been the technical lead for data link test systems (MLST3), real-time data link monitoring and management systems (JSS and ARMS), small form factor Link 16 radio development (STT, BATS-D and BATS-E), and high-fidelity simulation systems (TOES). Mr. Stearn was the architect of the first demonstration of a multi- reception capable Link 16 radio which preceded the design and development of the MIDS JTRS CMN-4 radio.  Mr. Stearn has led multiple over the air demonstrations of Enhanced Throughput on Link 16 and designed the network for the first exo-atmospheric operation a Link 16 terminal. Jon has been intimately involved in the development of both standards and systems for low- earth orbit operation of Link 16 radios. 
 
Mr. Stearn is a thought leader regarding employment of Link 16 enabled platforms throughout the defense industry.  Jon is an Honorably Discharged US Navy Veteran. He is a Submarine Warfare Officer – Qualified as well as a Nuclear Engineer Officer - Qualified

THOMAS ALLEN

Partner, Principal Consultant

Tom Allen is a highly accomplished Senior Software Architect with extensive experience in software development for Link 16 and tactical systems. With a career spanning over 24 years, Tom has consistently delivered innovative solutions that enhance the capabilities and performance of critical defense communication systems.


Throughout his professional career, Tom has specialized in the development of Link 16 and other tactical systems, playing a pivotal role in projects that require high levels of precision,
reliability, and security. Link 16, a military tactical data exchange network, is a cornerstone of modern defense communication, and Tom's expertise in this area has made him a valuable
asset to his teams and projects.

 

Tom's technical proficiency includes designing, implementing, testing, and integrating complex software solutions for tactical systems. He has a proven track record of collaborating with cross-functional teams, including systems engineers, network specialists, and project managers, to deliver robust and scalable software that meets stringent defense standards. His ability to understand and address the unique challenges of tactical systems has led to the successful deployment of several high-profile projects.


In his current role as a Partner, Principal Consultant at Timber Sweet Consulting Tom continues to drive innovation and excellence in the development of tactical communication systems. JASON HOU

Partner, Principal Consultant

Jason is a distinguished signal processing engineer with over 25 years of expertise in the field of tactical radios, waveform development, and operational support. His extensive career is marked by a commitment to innovation and excellence in radio development and test and certification processes. Jason’s work has consistently pushed the boundaries of what is possible in communication technology, particularly within military applications, where precision and reliability are paramount.

An alumnus of Virginia Tech, Jason earned his Master’s degree in Electrical Engineering, laying a strong foundation for his future endeavors in the field. Throughout his career, he has been at the forefront of developing novel waveforms, positioning himself as a leader in communication advancements. His contributions have not only enhanced the functionality and efficiency of tactical communication systems but have also played a vital role in ensuring secure and effective military operations.

In addition to his practical achievements, Jason holds multiple patents, underscoring his role as an innovator in signal processing and communications. His dedication to advancing technology is reflected in his ongoing efforts to explore cutting-edge solutions and his influence on the next generation of engineers. SAM BUTLER

Partner, Business Manager

Sam Butler has been a recognized member of the international Tactical Data Link community for nearly 25 years and brings an extensive career in TDL leadership to Timber Sweet Consulting. 

​

As a former director of the Multifunctional Information Distribution System (MIDS) Terminal program for nearly 10 years, Sam was responsible for leading all aspects of both the MIDS Low Volume Terminal (LVT) and Joint Tactical Radio System (JTRS) product lines; including production operations, engineering & integration management, strategic development, and customer relationship management.  Sam also led proposal development involving MIDS production sales to the MIDS Program Office, and has been involved in many other proposals involving TDL equipment for both domestic and international customers.  Sam has led Field Service Operations teams for TDL radios and equipment, and has directed teams who supported exercises, maintenance, and operations in over 20 countries around the world.

In his 24+ years in the TDL world, Sam has seen how critically important these communications assets and the tools that support them are to the overall mission of the US and allied warfighters. Moreover, Sam has seen how tightly integrated the people that make up this community are with these assets and with each other, and is passionate about working as collaboratively, efficiently, and rapidly as possible to bring the best capabilities to our men and women in uniform across the world.

Sam received an honorary degree from the MIDS International Review Board (MIRB) in 2009 and is a member of the International Data Links Society.
